Building Permit for Diesel Fuel Tank Issued April 12, 2019

On Friday, April 12, 2019, a Building Permit was issued for a 1,000-gallon diesel fuel tank at the 5837 Crest Road Cal Water site. View the building permit (PDF).

Tuesday April 16, 2019: Preparation for installation of the tank will begin at 7:00am and will involve preparing the site for the concrete pad and drilling holes for the bollards (protective posts) starting around 7:30am. This work should be completed by early afternoon.

Wednesday April 17, 2019: A crane will arrive at 9:00am to set the pre-fabricated concrete pad in place, and to install lines for the solar panels which will power the tank. This work should be completed by early afternoon. 

Thursday April 18, 2019: Starting at 7:00am, the concrete contractor will install a border of concrete around the pre-fabricated pad and construct the bollards, and should complete the work by early afternoon.

Tuesday April 23, 2019: Starting at 10:30am, the solar contractor will install the solar panels and connect them to the previously-installed lines, and should complete the work by early afternoon.

February 26, 2019 Planning Commission Meeting Results
On February 26, 2019, on a vote of 7-0, the Planning Commission: 1) Received and filed a report finding that California Water Service is in substantial compliance with the Commission-Adopted Conditions of Approval for Conditional Use Permit No. 172 Revision "C"; and, 2) Adopted P.C. Resolution No. 2019-05, amending Condition Nos. 24, 45, and 47 to reflect the updated landscape plan and to clarify certain conditions; and to require a subsequent compliance review to occur by January 2020 to assess the effectiveness of these modified Conditions of Approval. Annual Compliance Review Scheduled for February 26, 2019 Planning Commission Meeting
On February 7, 2019, a Public Notice (PDF) was distributed to properties within 500 feet of the Cal Water 5837 Crest Road site, and published in the Palos Verdes Peninsula News. The Staff Report for the meeting will be available on February 21, 2019.


July 13, 2017 Neighborhood meeting
On July 13, 2017, City Staff met with Cal Water Staff and neighbors of the Crest Road property to review the landscape plan which was updated with fence information since the distribution of the July 10, 2017 landscape plan. Please click here to view the July 13, 2017 landscape plan.

Spoils/Materials Storage Cessation Letters

On August 28, 2018 and September 18, 2018, the City received letters (PDF) from Cal Water's Attorney regarding the cessation of major spoils and material storage at the Crest Road site as required by Condition No. 6 of P.C. Resolution 2018-02. Some minor storage of spoils and fill material is allowed on a permanent basis as specified in Condition No. 24.i of the same P.C. Resolution.

Results for Final Spoils Pickup Noise Study

On Monday August 27, 2018, in accordance with Condition No. 72 of P.C. Resolution No. 2018-02, Cal Water submitted the required sound study (PDF) that measured noise associated with the final spoils pickup on June 27, 2018. The sound study concluded that the maximum decibel level at the adjacent homes was 55dBA, which is less than the maximum allowed 65dBA.

Results for Testing of Spoils

On Monday 3/12/18, City Staff received results of tests completed on samples of the spoils materials currently being stored at the 5837 Crest Road Cal Water site. The reports found no chemicals over the acceptable limits specified by the EPA. Please view work order 18-02-1302 (PDF) and work order 18-02-1302 part 2 (PDF). Cal Water will now be scheduling a noise study per the Planning Commission-approved conditions, which will occur in concert with the spoils pickup.

Cal Water Project Approved on January 9, 2018

On January 9, 2018, the Planning Commission adopted P.C. Resolution No. 2018-01; thereby certifying a Mitigated Negative Declaration; and 2) adopted P.C. Resolution Number 2018-02; thereby approving Conditional Use Permit No. 172 Revision "C" and Minor Grading Permit to memorialize the on-site facilities and operations, and to allow for the installation of a 1,000 gallon above-ground diesel fuel tank and 20 cubic yards of grading with modifications to Condition Nos. 26 and 40, on a vote of 6-0. July 11, 2017 Continuance at Planning Commission
On July 11, 2017, the Planning Commission voted to continue the project to the July 25, 2017 Planning Commission meeting.

Landscape Plans
On July 10, 2017, a landscape plan was submitted to City Staff with proposing landscaping for the site. A listserv message was sent out on July 11, 2017 to advise all interested parties. Review this landscape plan (PDF).

June 19, 2017 Meeting at City Hall
On June 19, 2017 City Staff held a meeting at City Hall to facilitate continued discussions between Cal Water Staff and neighbors of the Cal Water Crest Road site. Cal Water Staff provided the neighbors with a status update on the landscaping and fencing plans. At that meeting, Chow Engineering, Inc.was introduced to the neighbors as the consultant hired by Cal Water to assist in preparing the landscape and fencing plan, as well as crafting mitigation measures to address potential noise and dust impacts related to the overall operation of the site. Cal Water informed the City at this meeting that they were continuing to work with a landscape designer to further develop the landscaping and fencing plans. During the discussions at the June 19th meeting, Cal Water Staff and the neighbors realized that there was not enough time to coordinate schedules for necessary site visits and to finalize the landscape and fencing plans for review at another neighborhood meeting in order to provide the Planning Commission with a meaningful status report at the July 11th meeting. Thus, both parties agreed that the status report to the Planning Commission should be continued to the July 25th  meeting. As such, Staff will be recommending that the Planning Commission continue, without discussion, the public hearing to its July 25th meeting.

On June 5, 2017 City Staff held a meeting at City Hall to facilitate continued discussions between Cal Water Staff and neighbors of the Cal Water Crest Road site.

May 11, 2017 Meeting at City Hall

On May 11, 2017 City Staff held a meeting at City Hall to facilitate continued discussions between Cal Water Staff and neighbors of the Cal Water Crest Road site. Several issues were discussed including the location of spoils (excavated dirt from repairs), storage location of fill material on the site, the proposed diesel fuel tank and additional property improvements such as landscaping and fencing. April 25, 2017 Planning Commission Meeting
On April 25, 2017, the Planning Commission heard a received and filed a status report on the Applicant's submittal of the required information to consider their proposed revision to Conditional Use Permit (CUP) Number 172, directed the Applicant to submit the final required information for the Commission's future consideration by June 22, 2017, and continued the public hearing to July 11, 2017 for a status update, on a vote of 7-0. City Staff will be holding a meeting at City Hall on May 11, 2017 at 4:00pm to discuss the proposed landscape, fencing and site configuration revisions shown on the conceptual draft site plan (PDF)
