Nomination Period for City Council Candidates

The City of Rancho Palos Verdes will hold its General Municipal Election on November 8, 2022, for three City Council seats.   The nomination period for candidates will begin on Monday, July 18 and will close on Friday, August 12, at 5:00 p.m.    If an eligible incumbent has not filed during this time, the nomination period is extended to Wednesday, August 17, at 5:00 p.m. 

During the nomination period, election manuals will be available from the City Clerk’s Office.  To allow ample time with each candidate, an appointment is required to pick up as well as return one’s candidate nomination papers. IMPORTANT DATES:

July 18 – August 12 - Nomination Period

DATE OF ELECTION

Tuesday, November 8, 2022 Voting Centers open from 7:00 a.m. to 8:00 p.m.

This election will be conducted by Los Angeles County, who will print and mail the sample ballots, determine polling centers and precinct officers, process absentee ballot applications, and conduct the tabulation (canvass) of the votes. In compliance with the Governor’s Executive Order relating to COVID-19, all registered voters in the November 8, 2022 Rancho Palos Verdes Election will be mailed a Vote by Mail ballot. The Registrar Recorder’s office will provide safe and secure Vote Centers (in a reduced number) that follow all of the public health and safety guidelines, such as: social distancing of 6 feet; Election Workers wearing protective gloves and masks; wiping down surfaces and Ballot Marking devices after every voter; and, limiting the number of voters in the voting area at one time.

EARLY VOTING AT HESSE PARK

Hesse Park is designated as an early voting center November 5 through November 7 from 10:00 a.m. to 7:00 p.m. and November 8 from 7:00 a.m. to 8:00 p.m. 

Additional early vote centers will be open throughout the Peninsula and neighboring cities. Once locations are confirmed with the County the information will be posted on this webpage. 

On Election Day residents can locate their polling place by using the Los Angeles County Registrar-Recorder/County Clerk’s website at https://lavote.gov/locator.

VOTING BY MAIL

All registered voters will be mailed a Vote by Mail ballot to ensure safe and accessible voting.

There are multiple options to return your ballot:

  • By mail- with no postage necessary (ballot must be postmarked by November 8)
  • At any Vote Center in L.A. County (to be determined early October)
  • At any Vote by Mail drop box

There is a permanent drop box available at City Hall (near the flagpole) which will be accessible beginning the week of October 10. Ballots will be picked up daily by County officials.

ORDER OF NAMES ON BALLOT

Have you ever wondered why candidates’ names do not appear in standard alphabetical order on ballots? In 1975 legislation was passed in response to court rulings declaring that standard alphabetical order or incumbent-first, was unconstitutional. Pursuant to Elections Code section 13112 a randomized alphabet drawing is held by the Secretary of State, on the 82nd day before an election, to determine the order of the names. 

Per the Los Angeles County Registrar-Recorder/County Clerk the City's order of names on the ballot needed correction.

CAMPAIGN REPORTING REQUIREMENTS

The Political Reform Act requires candidates and committees to file campaign statements by specified deadlines disclosing contributions received and expenditures made. These documents are public and may be audited by the Fair Political Practices Commission (FPPC) to ensure that voters are fully informed and improper practices prohibited. It is the responsibility of candidates and committees to understand the rules regulating their campaigns in California.

All campaign forms and most manuals and instructions are available on their website.  More information about the requirements can be found here: http://www.fppc.ca.gov/learn/campaign-rules/where-and-when-to-file-campaign-statements/when-to-file-campaign-statements-state-local-filing-schedules.html. The law also requires certain disclosures on campaign literature.

Failure to comply with these filing forms and deadlines can result in prosecution and fines of up to $5,000 per violation.

CITY COUNCIL MEETINGS

City Council meetings are held on the first and third Tuesdays of each month at 7:00 p.m. (closed sessions starts at 6:00 p.m.). Special or adjourned City Council meetings may be held as needed.

COMPENSATION

Members of the City Council will each be compensated for their services in the sum of $400 per month. Members of the City Council may also receive reimbursement for actual and necessary expenses incurred in the performance of official duties on behalf of the city.

MAYOR

The Mayor is appointed every 12 months on a rotational basis by the City Council.

Rancho Palos Verdes has an estimated 30,730 registered voters as of March 2022.
