Housing Element Sites Inventory Discussion September 3 at 7 pm at Hesse Park and via Zoom.

On September 3, the City Council will receive a presentation from City staff on potentially updating the Housing Sites Inventory in the City’s 6th Cycle Housing Element. As a reminder, the City completed its Housing Element update in spring 2024, identifying ways the City can meet its state-required target of zoning for 647 new housing units in various income levels through 2029. The City’s Housing Element was adopted by the City Council on April 16, 2024 and subsequently approved by the state.

The Housing Element includes a Housing Sites Inventory of 31 properties throughout the City that are available and suitable for residential development. At the request of the City Council, City staff analyzed whether any sites in the Housing Sites Inventory could be considered for removal. Staff analyzed the sites with a minimal number of units (15 of fewer) that are expected to be developed on each site and their designation as “above-moderate” income level units. The assessment then evaluated if the sites are identified as part of a larger consolidation potential, if they are vacant, and the percentage of the area that could likely be developed. The purpose of the evaluation is to determine if there are sites that could reasonably be removed from the Housing Element while still addressing housing needs.

If the Council desires to remove any sites from the Housing Sites Inventory, the City would need to submit an amended draft Housing Element to the state for approval, a process that could take 6-8 months.
