Just In: Reopening Protocols for Youth Sports LeaguesToday, the L.A. County Department of Public Health issued a Reopening Protocol for Youth Sports Leagues. The recently issued protocol applies to: - recreational youth sports leagues
- club sports
- travel sports
- and sports sponsored by private and public schools serving students in TK-12 schools
This protocol is not intended for adult sports leagues (including collegiate sports, or amateur adult sports), which must remain closed per the State Health Officer Order. Until further notice, all youth sports activities must also take place outdoors.

ICYMI: County Will Not Consider In-Person Learning WaiversIn case you missed it, last night, the L.A. County Department of Public Health announced it will not consider in-person learning waivers for schools at this time. DPH is adhering to new guidance from the California Department of Public Health, which recommends that counties with case rates at (or above) 200 cases per 100,000 residents do not extend waivers for the reopening of classroom instruction for students in grades TK-6. Currently, the county's case rate is 355 per 100,000 residents. L.A. County understands this is a disappointing announcement. This decision, however, is made to ensure the health and safety of children, school teachers, staff and all of their families.
DPH will reconsider this decision once L.A. County's case rate falls to the levels recommended by the state. Read yesterday's announcement for more details.

To help children get back to school, and parents back to work, L.A. County will be sharing regular content on resources and support for distance learning. County students, parents, educators, child care providers, or administrators are invited to read and share what you see here to ensure we are all "learning together safely" during the COVID-19 crisis.

L.A. County's Office of Education (LACOE) has been dedicated to providing guidance, expertise and support to the county's 80 K-12 districts during the COVID-19 pandemic. To ensure districts have new tools and current information on which to base their planning, LACOE has collaborated with DPH and the L.A. County Superintendents Task Force to release an updated school reopening guide for the 2020-21 academic year. Updated guidance includes: - New requirements for public schools, such as the Learning Continuity and Attendance Plan and
- An updated framework with five areas for districts to consider: high-quality instruction, health and safety, social-emotional support systems, family and community engagement, and operations

DMV Extends Learner’s Permits, Expands Online Services With Commercial Driver’s License RenewalsThe California Department of Motor Vehicles is extending driver’s license permits with an expiration date through November 30, 2020, to give student drivers more time to prepare for and schedule their behind-the-wheel drive test during the COVID-19 pandemic.
Eligible permits are extended six months or to a date 24 months from the date of application, whichever is earlier. The DMV previously extended permits expiring between March 1 and August 31, 2020. The DMV has alerted law enforcement of the extensions, which require no individual action on the part of drivers.
Also, the DMV is now offering commercial driver’s license renewals online with the launch of the newest service on the DMV website. Eligible commercial drivers can now avoid a trip to a DMV office by renewing their license on the online services page.
Renewing a commercial driver’s license previously required a visit to a DMV office. The DMV processes an average of 170,000 commercial license renewals every year. While most commercial drivers can now renew their driver’s license online, those who are required to take a test or who do not have a clean driver record are not eligible to renew online and must come to a field office to renew their license.

Application Window Reopens for Grants of up to $15,000 for Small BusinessesThis week, applications for the third round of funding from the L.A. Regional COVID-19 Recovery Fund opened for small businesses, nonprofits and micro-entrepreneurs facing unprecedented health and economic challenges due to COVID-19. Applications may be submitted for the third round of funding August 3 – August 7.
The L.A. Regional COVID-19 Recovery Fund aims to distribute: 1) $5,000 grants to micro-entrepreneurs and 2) $15,000 grants to non-profits and small businesses. Grants will be distributed through an equitable lottery system, to ensure equitable access to capital across various demographics in the Los Angeles region.

Tomorrow is Takeout Thursday!The community is encouraged to join in the “Takeout Tuesdays and Takeout Thursdays” initiative launched by the Peninsula cities and the PVP Chamber of Commerce by posting on social media and inviting friends and neighbors to order takeout, using Tuesdays and Thursdays as a special reminder.
Residents are asked to show their support by ordering takeout or delivery, not only on Tuesdays and Thursdays, but on a regular basis throughout the coronavirus restrictions. Check the Open for Business page on the City website for a list of local restaurants offering takeout, delivery and curbside pickup.

New Temporary Special Use Permit for RPV BusinessesThe Community Development Department has developed a new Temporary Special Use Permit (TSUP) to assist Rancho Palos Verdes businesses with the opportunity to provide limited outdoor operations during the COVID-19 pandemic. A TSUP will allow for outdoor operations on sidewalks and parking lots for: - Restaurants
- Fitness centers
- Hair salons and barbershops
- Personal care services, such as nail salons, massage, and tattoo parlors
A TSUP will be processed administratively without a filing fee, public notification, or appeal process that is typically required for a standard Special Use Permit. CasesAs of August 5, there are 197,912 confirmed cases of COVID-19 across Los Angeles County (population 10.17 million), including the South Bay, so the public should not think one location is safer than another and everyone should be aware and practice physical distancing. The total includes 229 cases in Rancho Palos Verdes (population 41,731), 75 in Palos Verdes Estates (population 13,190), 31 in Rolling Hills Estates (population 8,066), five in Rolling Hills (population 1,874), and seven in the unincorporated areas of the Peninsula. Countywide, 4,825 people have died. According to the Department of Public Health, 12 deaths have been reported in Rancho Palos Verdes. The City extends its deepest condolences to the families of these residents.
