Regional Stay Home Order Announced
Today, December 3, Governor Gavin Newsom announced a Regional Stay Home Order, which will go into effect within 48 hours in regions with less than 15% ICU availability. It prohibits private gatherings of any size, closes sector operations except for critical infrastructure and retail, and requires 100% masking and physical distancing in all others. (Los Angeles County is expected reach this threshold in the coming days).
The order will remain in effect for at least 3 weeks and, after that period, will be lifted when a region’s projected ICU capacity meets or exceeds 15%. This will be assessed on a weekly basis after the initial 3 week period.
The state released a map of five regions and their current ICU capacity, as well as projected dates when regions will fall below the 15 percent threshold. The regions are: - Northern California: Del Norte, Glenn, Humboldt, Lake, Lassen, Mendocino, Modoc, Shasta, Siskiyou, Tehama, Trinity
- Bay Area: Alameda, Contra Costa, Marin, Monterey, Napa, San Francisco, San Mateo, Santa Clara, Santa Cruz, Solano, Sonoma
- Greater Sacramento: Alpine, Amador, Butte, Colusa, El Dorado, Nevada, Placer, Plumas, Sacramento, Sierra, Sutter, Yolo, Yuba
- San Joaquin Valley: Calaveras, Fresno, Kern, Kings, Madera, Mariposa, Merced, San Benito, San Joaquin, Stanislaus, Tulare, Tuolumne
- Southern California: Imperial, Inyo, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, Ventura

South Bay Cities Council of Governments Letters Regarding Small Business and Outdoor Dining Earlier this week, the South Bay Cities Council of Governments sent letters to Governor Newsom and the L.A. County Board of Supervisors on behalf of all South Bay cities, including Rancho Palos Verdes, requesting an alternative method of determining health order restrictions, primarily requesting that the South Bay be regarded as a sub-area within the county, whereby South Bay case rates are used to determine health orders impacting the South Bay. Outdoor Recreational Programming Canceled
In accordance with Los Angeles County’s Targeted Safer at Home Order to slow the spread of COVID-19, which was issued earlier this week, the City of Rancho Palos Verdes is temporarily canceling all in-person outdoor recreational programming, including the YMCA After School Recreational Enrichment Program at Hesse Park.
City parks, trails and beaches remain open for outdoor, passive use for individuals or members of the same household, with masks and physical distancing required. No group gatherings are permitted. All playgrounds at City parks are closed to the public. Please note that Elf in the Park has not been canceled as this activity is for individuals or members of the same household.

It’s Takeout Thursday!
With the recent outdoor dining prohibition in Los Angeles County, our local restaurants need our support now more than ever! All residents are encouraged to participate in The Great Peninsula Takeout, a Peninsula-wide effort to support local restaurants. Join our community in this "Takeout Tuesdays and Takeout Thursdays" initiative by posting on social media and inviting friends and neighbors to order takeout!

Parent Resources During Remote Learning
During this time of remote learning, parents and students are facing unprecedented challenges with social-emotional health and positive well-being. These challenges can impact students’ ability to access the learning environment and experience success in their academic courses. The Palos Verdes Peninsula Unified School District has a collection of resources and supports available to families to support students during remote learning. PVPUSD has put together a collection of mental health resources for parents which includes tips on how to talk with a child during crisis, parenting during school closures, and stress management for all ages. Keep LA County Dining Grant Program
In an effort to assist restaurants affected by the COVID-19 restrictions, today, Los Angeles County launched the Keep LA County Dining Grant Program.
The Keep LA County Dining Grant will provide $30,000 to use as working capital for employee payroll expenses, capital to continue operations, payment of outstanding business expenses, and adaptive business practices needed to remain open. Preference will be given to restaurants that provided outdoor dining as of November 24, 2020.
Applications are due December 6 at 11:59 p.m.

Governor Newsom Announces Immediate Assistance for Businesses Impacted by COVID-19 Including Temporary Tax Relief and $500 Million in Grants
Earlier this week, Governor Gavin Newsom announced that California will provide temporary tax relief for eligible businesses impacted by COVID-19 restrictions. The temporary tax relief entails an automatic three-month income tax extension for taxpayers filing less than $1 million in sales tax, extends the availability of existing interest and penalty-free payment agreements to companies with up to $5 million in taxable sales and provides expanded interest free payment options for larger businesses particularly affected by significant restrictions on operations based on COVID-19 transmissions. The total tax relief, if fully utilized, is estimated to have billions in impact.
The state would build on its ongoing support for businesses impacted by COVID-19 by providing immediate, temporary tax relief potentially worth billions and a new $500 million COVID Relief Grant program. The Governor also announced that the state would expand the California Rebuilding Fund by $12.5 million, bringing the total investment to $37.5 million. These efforts are informed by recommendations made by the Governor's Task Force on Business and Jobs Recovery.

Rancho’s favorite sport is baseball and his all-time favorite player is Fred McGriff! Did you know that December marks the start of the migration of the Pacific gray whale? Rancho's polished up his binoculars and is getting ready to look for whales at his favorite point and will enjoy seeing any nearby lighthouses. Rancho grew up in a forest and he loves to go hiking in his free time, so this park on Forrestal Drive sounded like a whole lotta fun!

Virtual Frozen Story and Craft Time December 10The City of Rancho Palos Verdes invites you to join Olaf for a Virtual Frozen Story and Craft Time December 10 at 6:30 p.m.
Olaf will read a story and you can create your own miniature Olaf. Registration is required before December 7. To register, visit: apm.activecommunities.com/rpv.
Pre-assembled Frozen-themed craft bags will be available for pickup December 7-10 during regular business hours at RPV City Hall, 30940 Hawthorne Boulevard. A Zoom link will be emailed by December 8.

L.A. County Animal Care and Control Waives Cat Adoption Fees in December
The L.A. County Department of Animal Care and Control is waiving cat adoption fees for the month of December. The department is hoping to get more animals out of its care centers and into homes. Upcoming Local Blood DriveBlood donations have decreased dramatically during the COVID-19 pandemic. Healthy, eligible donors are urged to come out and give to ensure there’s lifesaving blood on the shelves for those who need it.
The American Red Cross is holding a blood drive on Tuesday, December 15 from 10 a.m. to 4 p.m. at the Pacific Unitarian Universalist Church, 5621 Montemalaga Drive in Rancho Palos Verdes. Reserve a time online at redcrossblood.org and enter the sponsor code: PACIFICUNITARIANCHURCH.

The Red Cross has implemented additional precautions to ensure the safety of its donors and staff. There is no evidence that the novel coronavirus can be transmissible by blood transfusion, and there have been no reported cases worldwide of transmissions for any respiratory virus, including the novel coronavirus.

CasesAs of December 3, there are 421,881 confirmed cases of COVID-19 across Los Angeles County (population 10.17 million), including the South Bay, so the public should not think one location is safer than another and everyone should be aware and practice physical distancing. The total includes 441 cases in Rancho Palos Verdes (population 41,731), 144 in Palos Verdes Estates (population 13,190), 70 in Rolling Hills Estates (population 8,066), 16 in Rolling Hills (population 1,874), and 21 in the unincorporated areas of the Peninsula. Countywide, 7,782 people have died. According to the Department of Public Health, 11 deaths have been reported in Rancho Palos Verdes. The City extends its deepest condolences to the families of these residents. *Please note that the total number of deaths reported in the City recently decreased by two deaths.
