The Ladera Linda Community Park Project has been in progress since 2014 when an update of the Parks Master Plan was begun. That update recommended a separate Master Plan for Ladera Linda.
Following a multi-year process and extensive public outreach process, the venerable park was closed in late March. See below for ongoing updates on demolition and construction.

Ladera Linda Community Park Project Update June 7, 2023
Last week, crews continued applying the exterior plaster wall finish at the equipment and trash enclosure and began applying the exterior plaster finish on the main building. Crews also continued installing tile in the restrooms and began installing the projector screens.
Additionally, crews completed the export of construction spoils material from the lower tier, placed concrete for the stairs to the upper tier, and placed base material and asphalt for the main driveway and parking lot. Crews also installed posts for the fencing around the paddle tennis courts and began trimming the vegetation at the existing fence along the ocean side of the park.
This week, crews are scheduled to continue applying the exterior plaster wall finishes and installing tile in the restrooms. Crews are also scheduled to begin installing the security roll down doors, continue trimming the vegetation at the existing fence along the ocean side of the park, and begin installing the irrigation system in the upper tier.
Ladera Linda Community Park Project Update May 31, 2023
Last week, crews continued installing exterior insulation and stucco finish for the building and began installing tile in the restrooms.
Additionally, crews set the catch basins in the bioswales and completed the installation of the curbs around the playground areas on the upper tier. Crews continued applying the plaster wall finish at the equipment and trash enclosure, cleared site weeds in preparation for landscaping work, and installed posts for the fencing around the storage shed.
This week, crews are scheduled to continue work on the bioswales, resume export of construction spoils, and begin placing base material for the asphalt driveway and parking lot. Crews are also scheduled to continue installing tile in the restrooms, installing the exterior insulation and stucco finish for the building, and begin trimming the vegetation at the existing fence along the ocean side of the park.
Ladera Linda Community Park Project Update May 24, 2023
Last week, crews continued installing exterior insulation, interior drywall, and electrical wiring.
Additionally, crews continued installing storm drains in the middle tier, formed the curbs around the playground areas on the upper tier, placed rebar for the accessible ramp paving, and continued filling the bioswales with planting material. Crews began installation of fencing for the storage shed and began the application of the wall finish at the equipment and trash enclosure.
This week, crews are scheduled to place concrete for the accessible ramp and playground curbs and continue work on the building’s exterior insulation, storm drains, bioswales, and fencing. Crews are also scheduled to begin installing tile in the restrooms.
The export of surplus spoils will resume on Wednesday, May 24, and the import of base material for the parking lot pavement is scheduled to begin next week. Neighboring residents have been notified of these scheduled activities.
Ladera Linda Community Park Project Update May 17, 2023
Last week, crews continued installing exterior insulation, interior drywall, and electrical wiring.
Additionally, crews continued the application of the finish coat to the accessible ramp, backfilled the stepped terrace walls, and began grading at the upper tier for the playground areas. Crews connected the new irrigation service pipe at the property line and continued filling the bioswales and installing storm drains at the middle and upper tiers.
This week, crews are scheduled to continue work on the building’s exterior insulation, interior drywall, electrical wiring, stepped terrace, accessible ramp, bioswales, storm drains, and playground areas. Export of surplus spoils is expected to resume this week.
Ladera Linda Community Park Project Update May 10, 2023
Last week, crews continued installing exterior rigid insulation, interior drywall, and electrical wiring.
Additionally, crews continued the application of the finish coat to the accessible ramp and trash enclosure walls and waterproofing the stepped terrace walls. Crews trimmed the ocean-facing perimeter fence to 42” in height and made repairs to the existing fence between the park and the soccer fields. Crews also resumed installing storm drains at the upper tier behind the accessible ramp; continued filling bioswales at all three tiers with liners, rock, piping and planting medium; completed grading for the new driveway and sidewalk; and placed concrete for the new curb along the driveway.
This week, crews are scheduled to continue work on the building’s exterior insulation, interior drywall, electrical wiring, stepped terrace, accessible ramp, trash enclosure, driveway, and bioswales. The export of surplus spoils is also scheduled to resume this week as tests have confirmed that there are no contaminants.
Ladera Linda Community Park Project Update May 3, 2023
Last week, crews continued installing exterior sheathing for the end walls, interior drywall, and electrical wiring.
Crews backfilled the accessible ramp wall and began applying the finish coat, began the plaster finish for the trash enclosure walls, placed permeable pavement in the parking lot, and started forming the curb along the driveway. The export of surplus spoils continues to be temporarily suspended, as the City awaits additional information from the Contractor.
This week, crews are scheduled to continue work on the building exterior sheathing, interior drywall, and electrical wiring. Crews will continue working on the stepped terrace and accessible ramp, and will place concrete for the driveway curb. Final grading will resume for the driveway and parking lot, and site fencing work work will begin along the ocean side of the site.
The City and contractor continue to work on a plan for managing the use of the lower gate during the construction of the driveway and parking lot areas, during which the ability to use the main gate will be restricted. Additionally, Staff continue to work with the contractor on measures to stop early arrivals and/or idling on Forrestal Drive. Finally, staff are in communication with the neighbors who have previously expressed concerns about this issue.
Ladera Linda Community Park Project Update April 26, 2023
Last week, crews continued waterproofing the building exterior, installing interior drywall, installing electrical wiring, and grading the driveway. Crews completed concrete work on the last accessible ramp wall, placed the concrete slab for the utility enclosure, and continued work on the parking lot. The export of surplus spoils was temporarily suspended last Tuesday until additional information requested by the City is provided by the Contractor.
This week, crews are scheduled to continue work on the building exterior waterproofing, interior drywall, electrical wiring, parking lot, and the stepped terrace and accessible ramp waterproofing.
The City and contractor continue to work on a plan for managing use of the lower gate during construction of the driveway and parking lot areas, during which the ability to use the main gate will be restricted. Additionally, Staff continue to work with the contractor on measures to stop early arrives and/or idling on Forrestal Drive. Staff are in communication with the neighbors who have previously expressed concerns about this issue.
Ladera Linda Community Park Project Update April 19, 2023
Last week, crews continued waterproofing the building exterior, installing interior insulation, and started electrical wiring and panel installation. Crews placed concrete for the upper accessible ramp wall, continued installing drains and gravel for the parking lot, and began grading the driveway.
This week, crews are scheduled to continue work on waterproofing the building exterior, interior drywall and electrical wiring, parking lot preparation, and driveway grading.
The City and contractor are working on a plan for managing the use of the lower gate during the construction of the driveway and parking lot areas, during which the ability to use the main gate will be restricted. Additionally, Staff continue to work with the contractor on measures to stop early arrives and/or idling on Forrestal Drive. Finally, staff are in communication with the neighbors who have previously expressed concerns about this issue.
Ladera Linda Community Park Project Update April 12, 2023
This week, crews began framing the building end walls and waterproofing the exterior sheathing. In addition to ceiling framing and light fixture rough-in, the crews started installing batt insulation and door frames. On the site, the crews placed rebar and formwork for the accessible ramp and installed the electrical vault on the lower tier. They also began installing drains and base material for the parking lot as well as the liner for the lower tier bioswale.
Next week, crews are expected to continue work on the building end wall framing and exterior waterproofing, and will resume installation of interior drywall. They are scheduled to place concrete for the accessible ramp wall, and continue work on the parking lot and bioswales.
Ladera Linda Community Park Project Update April 5, 2023
Rain and associated site conditions continued to hamper much of the site work, but the crews were able to place concrete for the accessible ramp wall footing and curbs for the building wing walls.
Crews were also able to continue work on the building exterior overhang, exterior sheathing, flashing, roofing, and roughing-in of light fixtures.
This week, crews are expected to continue work on the building exterior framing, sheathing, and drywall, accessible rap, stepped terrace, equipment enclosure, and parking lot drains.
As site conditions continue to be impacted by recent rains, site access through the lower gate is expected to be extended. Adjacent neighbors have been notified.
Ladera Linda Community Park Project Update March 29, 2023
This week, the rain continued to hamper much of the site work. However, crews were able to continue work on the building's exterior overhang, exterior sheathing, flashing, roofing, and roughing-in of cameras. On the interior, they continued ceiling framing and roughing-in of light fixtures.
This week, they are expected to continue work from last week and resume work on the accessibility ramp, stepped terrace, and parking lot drains, if weather allows.
As rain is forecast this week, site access through the lower gate is expected to be extended. Adjacent neighbors have been notified.
Ladera Linda Community Park Project Update March 22, 2023
The rain continued to impact various activities last week, with no work on Tuesday, Wednesday, and Thursday. Crews continued to frame the building exterior overhang and install exterior sheathing, roofing, and the utilities and trash enclosure. On the interior, they continued ceiling framing, roughing-in light fixtures, and installing HVAC control wiring. This week, weather permitting, work will continue from last week on the accessibility ramp, stepped terrace, and parking lot drains. Site access through the lower gate is expected to be extended in response to recent and forecasted rain for the week. Adjacent neighbors have been notified.
Ladera Linda Community Park Project Update March 15, 2023
Rain continues to impact various activities; however, this week, crews continued framing the building's exterior overhang, installing exterior sheathing, and roofing. On the interior, they continued the electrical rough-in, ceiling framing, and drywall installation.
Crews continued construction of the accessible ramp, the stepped terrace, and the utility enclosure. They also completed the storm drains on the upper tier and began installing irrigation lines for the low tier.
Next week, weather permitting, work will continue from last week. Site access through the lower gate is expected to be extended in response to recent and forecasted rain for this week. Adjacent neighbors have been notified.


Ladera Linda Community Park Project Update March 8, 2023
Last week, site activities were on hold due to rain and muddy conditions. However, crews continued working on the building’s exterior overhang and installing exterior sheathing. Inside the building, they continued electrical work and installation of drywall.
This week, weather permitting, crews are scheduled to continue work on the building and resume site work. That work includes roofing, exterior sheathing, and drywall, work on the accessible ramp, stepped terrace, curbs for the end walls of the building, and concrete for the trash and utilities enclosure.
Site access through the lower gate is expected to be extended in response to recent rain and its effect on the parking lot area at the bottom of the main driveway. Adjacent neighbors have been notified.




Ladera Linda Community Park Project Update March 1, 2023
Last week, the contractor worked on framing the interior ceilings, the exterior overhang, electrical wiring, and the roof for the building. The contractor also completed the connection to the new water line for the fire suppression system and continued work on the accessible ramp and parking lot curbs.
No work was performed last Friday due to rain, and weather-related site conditions limit work for this week. Limited crews are expected due to muddy conditions on the lower tier that is being used for parking.
The lower gate is expected to be used for site access for the next two weeks due to flooding of the parking lot area at the bottom of the main driveway.




Ladera Linda Community Park Project Update February 22, 2023
Last week, the construction contractor continued framing the building's exterior overhang and interior ceilings. In addition, they also began the installation of the roof ahead of the forecasted rain this week. The contractor continued construction of the accessible ramp, parking lot curbs, stairs, grading, and installation of drains in the parking lot.
This week, the contractor will continue work on the building framing and roofing. They will also continue the construction of the accessible ramp and stepped terrace. A fire water connection at the property line on Forrestal Drive is also scheduled to be completed this week.


Ladera Linda Community Park Project Update February 15, 2023
Last week, the contractor continued work on the building, including the electrical, plumbing, HVAC, data, and fire alarm systems. In addition, they installed roof maintenance fall-protection anchors and received the delivery of roofing materials.
This week, the contractor will continue work on the building, site grading, parking lot curbs and catch basins, and concrete for the stepped terrace walls and will start installing the roofing material.
The parking lot light mock-up is now ready for resident viewing. The light can be viewed from locations outside of the park on Wednesday (2/15) and Thursday (2/16) from approximately 5:00 p.m. until 10:00 p.m. Comments can be provided by leaving a voicemail at (310) 544-5315 or sending an email to LaderaLindaHotline@rpvca.gov.


Ladera Linda Community Park Project Update February 8, 2023
Last week, the trench at the bottom of the main driveway was backfilled, and crews have resumed use of the main gate, with lower gate use exceptions for large trucks and equipment (which include advanced notice to neighbors).
Last week, crews continued work on the building framing, electrical, plumbing, and HVAC systems, and began installing drywall. They completed the fence on the slope adjacent to Forrestal Drive, waterproofed the retaining walls for the ADA access ramp, formed the stepped terrace walls and parking lot curbs, installed underground storm drains on the low tier, and installed exterior sheathing at the maintenance building.
This week they will continue work on the building, site grading, parking lot curbs, the stepped terrace, and ADA access ramp.
Crews continue to work toward a solution to the timing problems with the parking lot light mockup. Once new dates for the mockup are determined, neighboring residents will be notified through their respective homeowners association representatives and in a future City Manager’s Weekly Administrative Report




Ladera Linda Community Park Project Update February 1, 2023
Last week, work continued on the building and the fence on the slope adjacent to Forrestal Drive. Crews placed the curb and gutter for the new parking lot, waterproofed the new retaining walls, set boulders at the stepped terrace, and resumed site grading on the middle tier. Crews completed backfilling the trench at the bottom of the main driveway, which allowed them to resume the use of the main gate on January 31.


Additionally, CalWater completed the installation of new water lines under Forrestal Drive, and staff is working to confirm their schedule for repairing the asphalt and replacing the vegetation.
Problems were encountered last week with the parking lot light mock-up, which prevented residents from viewing the light. The light will be turned on February 1 and February 2 from 5:00 p.m. until 10:00 p.m. to allow residents to view the light from outside the park and provide comments to City staff. Comments can be submitted via email at laderlindahotline@rpvca.gov or by phone at (310) 544-5315. Staff is requesting comments be submitted no later than 5:00 p.m. on Friday, February 3.

Ladera Linda Community Park Project Update January 25, 2023
Last Thursday, City staff conducted an evaluation of the first parking lot light that has been installed to confirm it meets all applicable project requirements, including the City ordinance RPVMC Section 17.56.040 on outdoor lighting. The light, with a picture of the specified fixture shown here, is mounted on a 16-foot pole and is a warm yellow-white color (3000K color temperature.)
The light will be turned on this Wednesday, January 25 and Thursday, January 26, from 5:00 p.m. until 10:00 p.m. to allow residents to view the light from locations outside the park and provide comments to City staff. Comments can be submitted via email at laderlindahotline@rpvca.gov or at (310) 544-5315, and staff is requesting comments be submitted no later than 5:00 p.m. on Friday, January 27.
Last week, CalWater began working on Forrestal Drive to bring a new fire line and irrigation water service to the site. They are expected to complete this work by the end of this week.
This week, the contractor is scheduled to continue work on the building, including soffit framing and installing the mechanical, electrical, and plumbing systems. The contractor will also resume work constructing new fencing on the slope adjacent to Forrestal Drive, resume work on the stepped terrace and access ramps, and clean out and backfill the trench at the bottom of the main driveway.
Until the trench at the bottom of the main driveway is backfilled, the contractor will continue the use of the lower-tier gate for site access. At this time, the contractor expects to resume the use of the main gate on Monday, January 30.
Ladera Linda Community Park Project Update January 18, 2023
Due to wet weather conditions last week, it was another short work week on site with two working days. During that time, work continued on the building, but no exterior site work was performed due to saturated soil conditions.
Work was able to resume on Tuesday of this week after another rain event on Monday. Crews continue to work on the building, including soffit framing and installation of the mechanical, electrical, and plumbing systems. Once the site is dry enough, crews will clean out and backfill the utility trench at the bottom of the main driveway, continue to install fencing on the slope adjacent to Forrestal Drive, and resume work on storm drains, the stepped terrace, the ramp between the middle and upper tiers, and final grading.
Until the trench at the bottom of the main driveway is backfilled, the contractor will continue to use the lower-tier gate for site access. At this time, the contractor expects to resume the use of the main gate on Monday, January 30.

Ladera Linda Community Park Project Update January 11, 2023
Work continues to be suspended due to the rain and is expected to resume on January 11.
The contractor anticipates using the lower tier gate for site access for approximately one week after resumption of work. This would allow for the trench at the bottom of the main driveway to dry, to be followed by installation of a concrete encasement before the trench can be backfilled and the main driveway to be accessible again. At this time, the City expects the Contractor to resume use of the main gate on January 23.
Ladera Linda Community Park Project Update January 4, 2023
After a week off for the holiday season, work for this week is suspended due to rain in the forecast. Work is currently scheduled to resume on January 9.
Before the holiday break, the Southern California Edison (SCE) inspector approved the conduit for the new electrical service to the building. The contractor will inspect the trench for any impacts from the rain this week and can then encase the conduit in concrete and backfill the trench. For this reason, it is anticipated that the gate to the lower tier will be used for site access for one week upon resuming work. The City expects the contractor will resume the use of the main gate on January 16.
Ladera Linda Community Park Project Update December 21, 2022
Construction crews continue to make progress on the plumbing, mechanical, and electrical systems of the building. Additionally, work continues on the stepped terrace, fencing along the slope adjacent to Forrestal Drive, storm drain in the lower tier, and rough grading in the parking lot area. Work on the project will be suspended for the holidays between December 24, 2022, through January 2, 2023, with work resuming on Tuesday, January 3, 2023. A few recent photos from the project site:
Ladera Linda Community Park Project Update December 14, 2022
Last week, crews continued to make progress on work from the previous week, including work on the building, the stepped terrace, the fence on the slope adjacent to Forrestal Drive, and groundwork for the new electrical service. Additionally, the contractor connected a storm drain between the middle and upper tiers.
On December 6, the City Council approved changes to the plans for removal of the existing fence on the ocean-facing side of the site and the installation of a new fence on the adjacent slope. The new plan is to reduce the height of the existing fence to 42” from the finished grade, at its existing location; trim the existing vegetation at the fence to the same height; plant additional vegetation to fill any existing bare spots along the existing fence; plant vines to cover the remaining lowered fence; plant a barrier of native plants in the setback zone between the walking paths and the lowered fence; and install a context-sensitive 42 inch barrier between the walking paths and the planted setback zones.

Due to the rain this past weekend, no work was performed on Monday, and much of the scheduled work for this week is tentative, given wet site conditions.
In response to vehicles carrying mud from the site onto Forrestal Drive and part of Palos Verdes Drive South on Tuesday, which has been cleaned up, scheduled work for Wednesday has been cancelled to allow for further drying of the site.
As originally planned, work on the project will be suspended for the holidays, and no work will be performed onsite between December 24, 2022 through January 2, 2023, with work resuming on Tuesday, January 3, 2023.

Ladera Linda Community Park Project Update December 7, 2022
Last week, the crews continued work on the building, including framing of the walls and began installation of rough plumbing and mechanical systems. Additional work continues at multiple areas of the site, including initial work to form the stepped terrace at the middle tier, groundwork on the locations to place the vault and conduit for the new electrical service in the middle and upper tiers, and the installation of a new chain link fence on the slope adjacent Forrestal Drive on the upper and middle tiers.
This week, work will continue from last week. Additionally, initial work will begin to connect a storm drain between the middle and upper tiers.
Recommendations on changes to the plans for the fence and vegetation on the ocean facing side of the site was considered and approved by the City Council at its December 6 meeting. The Staff Report can be viewed at December 6th Staff Report.

Ladera Linda Community Park Project Update November 30, 2022
Last week was a short week for the crews due to the Thanksgiving holiday, but work progressed on many aspects of the project, including the wall framing for the building, retaining wall between the middle and upper tier for the switchback ramp, trench work for water lines, and conduit for communication lines.
This week, crews will continue working on the wall framing, plumbing, and the installation of vaults for the new electrical service.
Over the past few weeks, Staff has met with neighboring residents to discuss the upcoming December 6 City Council agenda item on the limits of existing fencing and associated vegetation removal on the ocean side of the site. The Staff recommendation, originally on the November 15 City Council agenda, has been revised to account for feedback from neighboring residents, and a new recommendation is included in the agenda for the December 6 meeting. The Staff Report for that new recommendation can be viewed on the City website: rpvca.gov/agendas.

Ladera Linda Community Park Project Update November 16, 2022
There are many different aspects of the ongoing project that continue to be worked on, including the wall framing and metal decking for the roof of the building, retaining wall for the switchback ramp between the middle and upper tier, concrete for the foundation of the stepped terrace, basketball court slab, grading in the middle tier near the building, and new facility service lines.
An agenda item for the City Council to consider the limits of the existing fence and vegetation on the ocean-facing side of the lower tier of the park was scheduled for the November 15 meeting, but was continued to December 6 to allow staff to meet with residents. Staff is scheduling site visits with neighbors and community members to discuss their concerns and will host scheduled site visits this week.

Ladera Linda Community Park Project Update November 9, 2022
Many different aspects of the project continue to be worked on, including metal decking for the roof of the building, the retaining wall and switchback ramp between the middle and upper tier, construction of concrete block walls for the trash and equipment enclosure at the edge of the parking lot area, and utility trenchwork and grading in various areas of the site. Additionally, the contractor will also begin framing the walls of the building.
No work or deliveries will occur on Tuesday, November 8, or Friday, November 11.
In response to ongoing discussions with the City’s contracted project management company and City Staff, the construction contractor has implemented a number of protocols to address recurring problems related to site access and unauthorized use of Forrestal Drive. Adherence to these new protocols will be carefully monitored by the project management company, and the City expects the recurring problems to cease as a result of these new protocols.
City Staff hosted separate site meetings last week for Councilmembers, as well as with a few neighbors from the Ladera Linda community, to seek input on a future City Council decision on the removal of the existing fence and vegetation along the ocean side of the lower tier. This item is on the City Council agenda for the regularly scheduled meeting on November 15, 2022.

Ladera Linda Community Park Project Update November 2, 2022
With major building framing up, many different aspects of the project are being worked on.
Last week’s major areas of construction include metal decking for the roof of the building, the retaining wall and switchback ramp between the middle and upper tiers, construction of concrete block walls for the trash and equipment enclosure at the edge of the parking lot area, and trenchwork and grading in various areas of the site.
This week much of that work will continue, and the contractor will begin framing the walls of the building. City Staff and the City’s contracted project management team continue to work with the contractor to address recurring problems with early arrivals and the use of Forrestal Drive for unloading equipment without proper traffic control or City approvals. Staff is working with the City Attorney’s Office to implement measures that will assure compliance with the contract, which prohibits early arrivals and the use of Forrestal Drive.
The City’s contracted project management company and City Staff are continuing to meet with a few neighbors from the Ladera Linda community bi-weekly to discuss their concerns about construction impacts on the community.

Ladera Linda Community Park Project Update October 26, 2022
Last week, the construction contractor conducted the following activities:
• Continued construction of the steel framing for the community park building
• Continued placing concrete for the light pole bases in the middle tier
• Began placing concrete blocks for the equipment and trash enclosure
• Began forming the walls of the accessible ramp between the middle and upper tier
• Continued excavation for swales in the middle and high tiers
• Began installation of a water line in the middle tier
• Completed vegetation removal on the Forrestal Drive side of the upper and middle tiers for the new chain link fence
This week, the construction contractor will continue the work described above as well as the following:
• Begin installation of the metal decking for the roof of the building
• Begin forming the foundation for the stepped terrace walls
• Backfill the trench in the lower tier and continue rough grading in the lower tier
Due to trenching and the other work to install a new water line in the footprint of the main driveway for the site, crews are utilizing the gate at the lower tier for site access. This work concluded on October 24, allowing the contractor to resume use of the main driveway gate on October 25.
The City’s contracted project management company and City Staff met with a few neighbors from the Ladera Linda community to discuss their concerns about construction impacts on the community. The concerns focused on crew members arriving to the site prior to 7 a.m., use of Forrestal Drive for equipment unloading, dirt and dust carrying into a backyard, and the City’s authorization for the contractor to use the lower tier gate for site access.
Staff have been working with the contractor to resolve these issues as quickly and decisively as possible. Staff and the City’s contracted project management company will be monitoring activities very closely to prevent any future violations of contract conditions such as those described above and to limit use of the lower tier gate. Staff will meet with the neighbors every two weeks to discuss the scheduled construction activities and any concerns that they might have.

Ladera Linda Community Park Project Update October 19, 2022
Construction of the steel framing for the community park building continues. The construction of the accessible ramp between the middle and upper tier, site grading for swales on the middle and lower tiers resumed, and removing fence line vegetation along Forrestal Drive has commenced. In addition, the construction crew installed and reinforced conduit for the light poles, began construction of the utility yard foundation, installed water lines in the middle tier, and placed communication conduit in the lower tier. This week, they will continue the work described above and begin installing the new underground water lines for the building. Due to construction activity at the main driveway for the site, crews are utilizing the gate at the lower tier for site access. Staff is monitoring the use of the lower gate and working with the contractor to resume the use of the main driveway as soon as possible.

Ladera Linda Community Park Project Update October 5, 2022
Last week, the construction contractor completed the concrete slab for the community center building, and the rough electrical work for the maintenance shed. In addition, they continued to install the site storm drain lines in the middle tier at the parking lot area and reinforcing steel for the accessibility ramp between the middle and upper tiers.
This week, they began the structural steel framing for the community center building, placed the foundation for the accessibility ramp, installed electrical conduit in the middle tier, and continued installing the underground storm drains.
On Tuesday evening, without prior City or general contractor knowledge, a materials delivery truck arrived after hours and parked by the gate at Forrestal Drive. The driver remained with the vehicle overnight, and the City has reminded the general contractor and directed them to remind all subcontractors and anyone making deliveries of the arrival time and parking restrictions for the project.

Additionally, the general contractor has posted phone numbers for their site superintendent and project engineer on signs attached to the gates to the project site.

Last week, the construction contractor completed the concrete slab for the community center building, and the rough electrical work for the maintenance shed. In addition, they continued to install the site storm drain lines in the middle tier at the parking lot area and reinforcing steel for the accessibility ramp between the middle and upper tiers.
This week, they will begin the structural steel framing for the community center building, place the foundation for the accessibility ramp, install an electrical conduit in the middle tier, and continue installing the underground storm drains.

Ladera Linda Community Park Project Update September 21, 2022
Last week, the construction contractor installed reinforcing steel for the building slab and roughed-in the electrical floor boxes. They continued installing site storm drain lines and electrical conduit in the middle tier. At the upper tier, they completed the wood framing of the maintenance shed. Additionally, they began placing reinforced steel for the accessibility ramp between the middle and upper tiers.
This week, they will begin placing the concrete for the new building slabs and continue site storm drain installation.
Ladera Linda Community Park Project Update September 14, 2022
Last week, the construction contractor installed electrical and data conduits in the building slab and formed building wall curbs. They continued installing storm drain lines and electrical conduits in the middle tier. At the upper tier, they placed concrete for the maintenance shed slab and began framing the shed. They excavated the switchback ramp footings and placed base material for the basketball court slab. This week they will continue formwork and reinforcing for the building slab with concrete to follow at the end of the week. They will also reinforce the basketball court slab and continue site storm drain installation.

Last week, the construction contractor completed stub-ups for the building’s plumbing and electrical conduits. Additionally, the concrete formwork for the building slab were installed. The contractor also continued installing site storm drain lines and electrical conduit in the middle tier. At the upper tier, the contractor completed reinforcing the maintenance shed slab and began placing the base material for the basketball court slab.
This week, the contractor will place concrete for the building and maintenance shed slabs and continue work on the storm drains and basketball court.

Last week, the construction contractor completed concrete placement for the building column footings and began forming the wall footings. They also continued installation of the underground storm drain lines in the middle tier, backfilled the underground mechanical lines, and began installation of the underground electrical conduit between the building and mechanical area. Furthermore, they began formwork and reinforcing for the maintenance shed slab.
This week, they will form and place reinforcing for the building wall footings and stub up electrical and plumbing in the walls. They will continue site storm drain installation and maintenance shed slab reinforcing.

Ladera Linda Community Park Project Update August 24, 2022
Last week, the construction contractor completed the installation of the reinforcing steel and column anchor bolts for the building foundation. In addition, they also continued installing underground storm drain lines at the upper and middle tiers and underground refrigerant lines between the building and the mechanical equipment area. They also began building the new retaining wall for the maintenance shed.
This week, they will place concrete for the building footings and begin forming the wall footings, as well as continue installing storm drain lines in the middle and upper tier of the site.

Last week, the construction contractor began assembling and installing the reinforced steel for the building footings and continued the installation of the underground storm drain lines at the upper tier of the site. Next week, the contractor will continue to install the reinforcing steel for the footings and will start the installation of the anchors for the steel columns. In addition, the installation will continue for storm drain lines in the upper and middle tiers of the site as well.

Last week, the construction contractor continued excavation for the underground footings, installed pressure tested underground mechanical lines, and connected the underground sanitary sewer lines for the new building. Additionally, site surveying was completed, and installation began for the underground storm drain lines on the upper tier of the site. This week, the contractor is scheduled to begin the installation of reinforced steel for the building footings, resume rough grading, and prepare for the storm drain lines in the middle tier.

Last week, the construction contractor continued excavation for the underground footings and underground plumbing lines for the new building. Additionally, they began installing sanitary sewer lines in the middle tier of the site and completed the removal of the grass in the lower tier. This week, the contractor is scheduled to begin the installation of reinforced steel for the building footings, resume rough grading of the site, and begin work on storm drain lines in the middle tier.

Last week, the construction contractor began excavation for the underground plumbing lines, and footings for the new building, and that work is scheduled to continue this week. Additionally, the contractor is scheduled to begin the installation of the underground sewer pipes in the middle tier of the site this week.
Ladera Linda Community Park Project Update July 13, 2022
The City has contracted with Gilman Construction Media to document construction of the Ladera Linda Community Park project through what we expect to be a very cool time-lapsed video. An onsite camera takes a photo every 60 seconds that will be used to create that time-lapsed video. A “live feed” link to that camera feed has been placed on the project page of the City’s website, but please note that it is simply a still photo that updates once per minute and not a live streaming video. We hope the feed allows residents to check in on the project with an “up to the minute” photo opportunity.
Ladera Linda Community Park Project Update June 29, 2022
Last week, the construction contractor continued earthwork for the middle and upper tiers of the project site, including the parking lot, service road, and site ramp. Additionally, they began removing grass from the lower tier of the project site. This week, the contractor is scheduled to continue site grading and will relocate the job site trailers to the southwest to allow for completion of the parking lot grading.

Last week, the construction contractor completed earthwork for the new building footprint and began grading for the new parking lot and basketball court. The contractor will continue rough grading this week and will install new underground utilities within the footprint of the new building.

Hazardous material abatement and demolition was completed on the last existing building (one of five total) this past week. Other site demolition and waste haul-off is scheduled to be performed this upcoming week, in addition to surveying and marking the corners of the new building.

December 17, 2019 - Contract Amendment/Conditional Use Permit (CUP) CEQA
On Tuesday, December 17th, the City Council extended the contract for Johnson Favaro, architect for the Ladera Linda Community Center Master Plan. The extension will allow the consultant to complete the current contract as well as assist in processing the entitlements and environmental document pursuant to the California Environmental Quality Act (CEQA).

Staff and Johnson Favaro met in February and again in June with representatives from Homeowner’s Associations (HOA’s) adjacent to the park, individual residents, councilmembers and Los Serenos Docents. The February meetings were exploratory sessions and the meetings in June were designed to elicit feedback to a draft design.

Potential Agreement with Johnson Favaro
The renowned architecture and design firm, Johnson Favaro was selected by the RFP Selection Committee, which consisted of City Staff and representatives from Homeowner’s Associations (HOAs) near to Ladera Linda Park. If approved by City Council, Johnson Favaro will do public outreach, develop a refined conceptual plan for Council’s consideration and develop construction-ready documents that incorporate city council direction.

September 19th 2017 City Council Meeting
Council approved extra services proposal from Richard Fisher and Associates to do additional work on the Ladera Linda Park Master Plan including site and building security, sightlines, neighborhood impact, noise, building dimensions etc… A review of traffic studies, an analysis of park usage, and an update of park rental policies are also planned. Council also directed Staff to perform a Phase 1 Environmental Review of the Site.
August 1st 2017 City Council Meeting
The RPV City Council considered the recommended design for Ladera Linda Park on August 1st. The recommended design is the result of extensive Public outreach, particularly from residents living near to Ladera Linda. After extensive discussion and public comment, Council directed staff to expand the consultant's scope of work to consider traffic, parking, usage, security, and to perform additional public outreach.

Over 60 people attended the April 26 Workshop and offered their opinions and insights. Dozens of emails were submitted after the meetings.

Background
The 2014 and 2015 Ladera Linda workshops provided general direction to staff and identified particular park elements that were supported by the community (new community center, walking paths, nature center, Sheriff/Ranger drop in office) as well as other elements that were not supported ( pool, gymnasium, dog park.) Infrastructure Report Card 2013
The 2015 Council- approved Parks Master Plan recommended a new community center at Ladera Linda. Public attendees at two Ladera Linda Public Workshops in 2014 and 2015, expressed strong support for a new center.
On September1st, 2015 Council authorized staff to create and distribute a Request for Proposal, to hire a consultant to conduct a park master plan design project. A revised RFP was issued on April 21, 2016.

City Staff reviewed the 5 submitted proposals and selected two finalists: Gonzalez Goodale Architects and Richard Fisher Associates (RFA). A panel of staff and a representative from the Ladera Linda Home Owner Association interviewed the finalists. RFA was the unanimous selection.
The City Council approved a professional service agreement to RFA on June 6th, 2016.
